Four South Carolina landfills owners do not have money on hand to cleanup and maintain their solid waste facilities, according to the Department of Health and Environmental Control.
DHEC identified the landfills as Appletons Landfills in Allendale County; Bennetts Landfill Inc. in Chester County; Goff Landfill in Saluda County and HR Garrett Landfill in Laurens Co.
State law requires owners of solid waste facilities to have that money known as “financial assurance” available.
DHEC conducted an audit of all state landfill to check their financial status after it learned Bennett Industrial Landfill did not have that money on hand. Court and bank records show DHEC found that out five years after Ronald Olsen, the owner of Bennett Landfill, withdrew the money.
Olsen was indicted on two counts of violation of the Solid Waste Policy and Management Act in May. He pleaded not guilty at an arraignment and is due in court in July.
DHEC hasn’t said whether it will recommend criminal charges be filed against the other landfill owners.
